COVID-19 UPDATE: List of “Essential Critical Infrastructure Workers”

On March 19, 2020, California Governor Gavin Newsom issued Executive Order N-33-20 directing all residents immediately to comply with State public health directives to stay home, except as needed to maintain continuity of operations of essential critical infrastructure sectors and additional sectors designated by the State Public Health Officer as critical to protect health and well-being of California residents.

On March 22, 2020, the State Public Health Officer issued a detailed list of “Essential Critical Infrastructure Workers” to help employers determine whether their employees are essential workers exempt from the “Stay At Home” order.

The critical infrastructure sectors identified in the list are as follows:

  1. Healthcare/Public Health
  2. Emergency Services and Public Works
  3. Food and Agriculture
  4. Energy
  5. Water and Wastewater
  6. Transportation and Logistics
  7. Communications and Information Technology
  8. Other Community-Based Government Operations and Essential Functions
  9. Critical Manufacturing
  10. Hazardous Materials
  11. Financial Services
  12. Chemical
  13. Defense Industrial Base
